chip johnson seems to mean this positively, but it just makes me think of juking the stats:

In late August, Anthony Batts was named chief of the Oakland Police Department. He left his position as chief of police in Long Beach, where he was credited for employing strategies that reduced crime. Batts, 49, is a modern-day law enforcement administrator who understands the power of statistical data in deployment and crime suppression strategies.

    Even if taken the way he seems to mean it, it still sounds like the opposite of community-oriented policing. Say the stats aren’t juked- ok, but are they low because people are afraid to call the cops in a particular neighborhood? Not that I know much about this stuff but there are tons of ways that stats can obscure the bigger picture even when they aren’t cooked.
